Article I - Name

The name of the Association is the Michigan Association for Community College Educator Preparation (MACCEP)

Article II - Mission

The mission of the Michigan Association for Community College Educator Preparation is to advocate for high quality teacher education and educator support programs.

Article III - Goals

The goals of the Association are to:

  1. Identify and share best practices in community college teacher education transfer programs and educator support programs at the local, state, and national levels.
  2. Provide a forum for discussion of issues in teacher education and educator support programs.
  3. Improve articulation among educator preparation programs in K-12, community colleges, and universities.
  4. Encourage recruitment and support of underrepresented populations in teacher education and educator support programs.
  5. Promote careers in education through the Michigan Human Services Career Pathway.
  6. Promote high standards and professional development for teacher education faculty and staff.
  7. Promote and disseminate research related to educator preparation.
  8. Collaborate with university, state, and national departments of education and other professional organizations.
  9. Disseminate information on funding sources that will support the mission of MACCEP.

Article IV - Membership & Dues

  1. Any person that supports quality educator programs from community colleges, universities, state department agencies, high schools, skill/ technical centers is eligible for membership.
  2. The types of membership for the Association include: 1) Individual, 2) Institutional, 3) Affiliate, 4) Honorary, and 5) Student.
  3. Any individual that supports the purposes of the Association is eligible for Individual membership. Individual dues are set at $25.00 dollars per year.
  4. Any institution supporting the purposes of the Association or having offerings in education is eligible for Institutional membership. Institutional dues are set at $50.00 per year. Institutional membership is limited to three individuals.
  5. Any local organization with similar purposes is eligible for Affiliate membership within the Association. Affiliate membership shall be complimentary and is subject to approval by the Executive Committee.
  6. Any individual that has supported the purposes of the Association is eligible for Honorary membership. Honorary membership shall be complimentary and is subject to approval by the Executive Committee.
  7. Any student that supports the purposes of the Association is eligible for Student membership. Student dues are set at $5.00 dollars per year.

Article V - Officers, Term of Officers, and Duties of Officers

  1. The Executive Board of this Association shall consist of the officers of this Association.
  2. All officers shall assume duties of their elective offices on June 1.
  3. The officers and the Executive Board of this Association shall be a President, a President-Elect, an Immediate Past President, a Secretary, a Treasurer, four Members at Large, and two Delegate(s) to the National Association of Community College Teacher Education Programs conference. This board shall sit as the governing board of the Michigan Association for Community College Educator Preparation. It shall have the power to transact the business of the Association; initiate, develop and determine the policies of the Association; work out the budget; and appoint officers to fill any vacancy as described in the Constitution and By-Laws.
  4. The President shall serve for a period of two years, succeeding to office from the office of President-Elect. This office, if vacated, shall be filled by the Executive Board for the remainder of the term. The president shall preside at all meetings of the Association and of the Executive Board and shall administer the affairs of the Association. The President shall appoint all committees and shall be an ex-officio member of all committees.
  5. The President-Elect shall be elected to serve corresponding to the President’s second year of office. This office, if vacated, shall be filled by the Executive Board. The President-Elect shall assist the President by performing duties as assigned and shall be an ex-officio member of all committees.
  6. The Immediate Past President shall serve for a period of one year, succeeding to office from the office of President. This office, if vacated, shall be filled by the Executive Board for the remainder of the term. The Immediate Past President shall assist the President and the Executive Board
  7. The Secretary shall be elected for a period of two years. This office, if vacated, shall be filled by the Executive Board. The Secretary shall prepare an annual report covering the activities of the Association. This report shall be filed as part of the permanent records of the Association. The Secretary will also keep all Association records, including minutes of meetings, and preserve the annual reports and historical records of the Association.
  8. The Treasurer shall be elected for a period of two years. This office, if vacated, shall be filled by the Executive Board. The Treasurer shall communicate with the Secretary to monitor and maintain accurate membership records and financial transactions of the Association. The Treasurer shall make a financial report at each meeting. An annual financial report will be filed as part of the permanent records of the Association at the first business meeting of the year.
  9. The Delegate(s) to the National Association of Community College Teacher Education Programs shall be appointed by the President with the approval of the Executive Board for a period of one year. The delegates will attend the national conference and report back to the Association membership.
  10. The four Members at Large will be appointed by the President with the approval of the Executive Board for a period of one year. Ideally the Members at Large will represent the geographical regions within the state not represented by an elected officer.

Article VI - Meetings

  1. There shall be a minimum of one regular meeting of the Association per year.
  2. The Executive Board of the Association shall meet a minimum of two times per year.
  3. A quorum for a regular meeting shall consist of at least 10% of the total membership and a quorum for an Executive Board meeting shall be at least 50% of the total number of officers of the Association.

Article VII - Committees

  1. Committees are appointed by the President as needed subject to the approval of a majority of the Executive Board or appointed by a majority of the Executive Board.
  2. Appointed committees are dissolved by the Executive Board.

Article VIII - Amendment Procedure

This Constitution and By-Laws may be amended by a two-thirds vote of those members present, assuming a quorum has been achieved. A written notice and a copy of any proposed amendment must be furnished to the membership at least two weeks prior to the meeting.

Article IX - Dissolution

  1. If at any time the Association shall cease to carry out the purposes herein stated, all assets and property held by the Association, whether in trust or otherwise, shall after payment of its liabilities be paid over to the National Association of Community College Teacher Education Programs or similar organization to be used exclusively for any project or educational purposes as determined by the Executive Board of that organization.

Article X - Rules of Order

  1. Robert’s Rules of Order, Revised shall be the authority of all questions of procedures not specifically stated in this Constitution and By-Laws.

Article XI - Fiscal Year and Dues

  1. The fiscal year and membership year for the Association shall be from July 1 of each year through June 30.
  2. Annual dues are payable each year at the annual conference.

Article XII - Dues as Prerequisite For Active Participation

  1. Eligibility to vote on Association business or in Association elections or to make nominations for officers of the Association or to serve on Association committees as a voting member or to stand for office in the Association or in any other way to participate actively in the business of the Association requires prior payment of dues for the fiscal year in which the membership activity is exercised.

Article XIII - Nominations and Conduct of Election of Officers

  1. Three months prior to the annual meeting of each election year, the President shall appoint a Nominating Committee in a manner consistent with Article V of the Constitution & By-Laws and name a Chairperson of that committee.
  2. Two months prior to the annual meeting of each election year the Nominating Committee shall solicit and receive written nominations for offices up for election as indicated in Article II of the By-Laws. Any member may nominate himself or herself or any other eligible member of the Association.
  3. One month prior to the annual meeting of each election year the Nominating Committee shall:
    1. Select from the nominees candidates for each office and provide a blank for write-in voting for each office;
    2. Distribute ballots to members.
  4. The deadline for voting and the announcement of officers shall be determined by the Executive Board.
